In 2007, in recognition of the growing international interest in photographic empowerment, particularly as a component in movements for social change, Venice Arts' Lynn Warshafsky, Jim Hubbard, and board member Dr. Neal Baer, along with Geoffrey Cowan, from the University of Southern California's Annenberg School for Communication and Journalism, created the Institute for Photographic Empowerment.

A unique, community-University partnership, with a mission to support the study and practice of participant-produced documentary projects in photography, film, and digital media, IPE is the first such Institute of its kind in the world. The IPE website is a go-to resource for people from around the globe—photographers, filmmakers, academics, researchers, and project participants—to share ideas, learn from one another, and develop the field. IPE also supports internships at Venice Arts; a Minor in the field at USC; and academic learning and research related to participant–produced photography and film.
